About the role

This role is part of a new Data Liaison Team that will be tasked with leading data improvements in partnership with provider organisations for the benefit of patients, clinicians and wider secondary users of data (e.g. research, performance and planning) and supporting data transformation for health and care. This role can be based in either Leeds or London and is a fixed term contract for 12 months. 

As a Data Liaison Manager,  you will be responsible for:

  • Lead engagement with trusts and other data and information provider organisations to learn and document the way in which data is captured and stored locally. (AS-IS Data mapping).

  • Identify the needs of the users for the data items required by the data collection and gain consensus on an agreed standard format for defining and describing the data for collection (Data Specification).

  • Support provider sites to identify an optimal way to submit data for the national or local collection ensuring secure and appropriate transmission and storage of all data. (TO-BE Data mapping).

  • Be an expert and champion the collection tools available to submit the data using guidance documentation and SOP (Standard Operating Procedure) to support submitting organisations and support data quality improvements.

  • Use business intelligence methodologies to optimise practices for the capture and reporting of data, particularly focusing on high quality data yielding.

  • Develop sound working knowledge of NHS Provider information systems to inform detailed data discussions and optimise how the data is stored and reported.

  • Act as the national engagement lead for a specific care domain (e.g. Secondary Care, Mental Health, Community, Maternity), including leading User Groups, Webinars and Engagement Events.


About you

  • Experience of providing and receiving highly complex, highly sensitive or highly contentious information. Ability to liaise with stakeholders to communicate highly complex concepts and issues clearly and accurately and adapt your communication style to suit the recipient. 

  • Able to produce written information of a high quality, which clearly sets out strategies, policies, designs, roadmaps, key issues, options and actions. The postholder will be required to support the authoring of business reports and other products to publication standard.

  • Development and management of effective working relationships including maintaining virtual networks e.g. across NHS England, NHS Trusts and Private Provider organisations. Positively influencing and persuading programme or service team members.

  • Experience of analysing requirements in detail, from multiple sources, to arrive at credible and coherent solutions and proposals. Develop or assist in the assurance of complex documentation and in alignment with National Perioperative Data Standard Programme strategic vision and delivery plan.

  • Proficient expert in NHS Data (e.g. secondary care or private datasets) with knowledge of data extraction or submission methodologies, information analysis / reporting or dataset development with the ability to apply that knowledge to the domain or programme to which the role is assigned and makes appropriate judgements on complex issues as require. 

  • Qualified to Masters level degree or equivalent level of experience leading the delivery of operational services to customers.

  • Awareness of the interoperability between various data related products, relevant standards and compliance processes e.g. SNOMED CT.

  • The ideal candidate will have proven experience of leading development in adherence to approval processes and make key design decisions for example, ensuring that major changes to national data sets are communicated and approved.

  • If you will be London based, you will be eligible for a London weighting allowance which is 20% of your basic salary, subject to a minimum payment of £4,473 and a maximum payment of £6,890.
